A programme should show dependencies, not only dates. Identify which activities control completion and where there is flexibility. Distinguish a requested deadline from a deliverable plan, then make the decisions and resources needed to support that plan explicit.

Supply the portfolio priorities, site constraints, design status and procurement information. Identify fixed operational events and who can decide changes to scope, resources or sequencing.
