Overview
Start with the system serving the affected area. A problem at a terminal unit may involve the chiller, circulation, controls or heat rejection. Replacing or servicing one component without reviewing the relevant interfaces can leave the original issue unresolved.
What the work can include
The work can include reviewing plant records, inspecting condition, investigating performance, carrying out defined servicing and developing repair or replacement packages. Chiller, pump, controls and heat-rejection tasks are identified separately where they form part of the instruction.
Deliverables describe the equipment assessed, operating conditions, work undertaken and further actions. Cooling-tower water treatment, cleaning, monitoring and risk-management responsibilities are explicitly allocated; they are not assumed to be covered by a mechanical service visit.
Important decisions
Plant type. A chiller can reject heat to air or to a water circuit. An evaporative tower uses water evaporation for heat rejection. Identify the actual arrangement and its connected systems.
Water risk. HSE's evaporative cooling guidance addresses legionella control, treatment, cleaning and monitoring. A routine service record does not replace the required risk assessment and control arrangements.
Capacity and condition. Review operating demand, flows, controls and condition before deciding whether a larger or replacement unit is needed. A loss of performance is a finding to investigate, not a capacity calculation.
Assessment and preparation
Provide plant schedules, schematics, service records, operating trends and known alarms. For evaporative systems, include the current risk assessment, control scheme and water-management records held by the responsible team.
Identify the spaces or processes served, redundancy arrangements and acceptable outages. The assessment establishes which specialist inputs are needed and how findings move between engineering, water-management and operational contacts. Missing plant or system information becomes a defined task before dependent work proceeds.
How the work proceeds
We establish the cooling-system boundary, review evidence and agree assessment or servicing tasks. Refrigerant work is assigned through the relevant qualified route; government guidance explains requirements for equipment containing F gas.
The programme coordinates isolation, water-system interfaces and plant availability. Handover distinguishes completed work, operating checks and unresolved findings. Updated plant records and the named owners of follow-up actions return to the estates team.
Cost, timing and disruption
Plant type, size, refrigerant, access, test scope and outage arrangements affect cost. Water-management work and specialist investigations need their own defined provision. Crane access, replacement lead times and temporary cooling can shape a larger programme.
Allow time to coordinate testing with representative operating conditions. An unloaded running check provides different evidence from checking performance while the plant is serving its intended duty.

Frequently asked questions
Is a chiller the same as a cooling tower?
No. A chiller supplies cooling; a tower rejects heat. Some systems use both, while an air-cooled chiller has a different heat-rejection arrangement.
Does a cooling-tower service replace a legionella risk assessment?
No. Servicing and the system's risk assessment and control scheme have different purposes. Their scopes and responsible people must remain identifiable.
Can a chiller be assessed while the building remains occupied?
Some checks can use normal operation; other work needs isolation or interrupted cooling. The assessment and programme identify the required conditions.
Does poor cooling mean the chiller needs replacement?
Not necessarily. Loads, circulation, controls and connected equipment can affect performance. Findings should establish the appropriate repair or project decision.
